No. 215 of 15 March 2020 on the adoption of a crisis measure


Following the Government Resolution No. 194 of 12 March 2020, through which the Czech Government, in accordance with Articles 5 and 6 of the Constitutional Act No. 110/1998 Coll., On the Security of the Czech Republic, enacted an emergency state applying to the territory of the Czech Republic on grounds of the health threats associated with the proven occurrence of coronavirus (referred to as SARS CoV-2) within the territory of the Czech Republic, and pursuant to § 5 items a) to e) and § 6 of the Act No. 240/2000 Coll., on Crisis Management and on Amendments to Certain Acts (Crisis Act), as amended, in order to address the ensuing crisis situation, decided to adopt crisis measures in accordance with the provisions of § 5 item c) and § 6 par. 1 item b) of the Crisis Act.

With effect from 00:00 on 16 March 2020 to 6:00 am on 24 March 2020, the Government:


I. prohibits the free movement of persons throughout the territory of the Czech Republic, except:

a) travels to work and to enable the performance of a business or similar-type activity,

b) necessary travels to family or close relatives;

c) travels absolutely necessary for the provision of essential necessities of life (e.g. purchase of foodstuffs, medicaments and medical aids, sanitary goods, cosmetics and other chemist’s goods, animal feed and other animal-related supplies), including the needs of close relatives, provision of child care, provision of animal care, use of the necessary financial and postal services, refuelling,

d) travels absolutely necessary to meet the needs and provide services referred to under item c) on behalf of another person (e.g. volunteering, neighbourhood assistance);

e) travels to health and social care facilities, including the provision of necessary accompaniments to relatives and to the close ones, and to veterinary care facilities;

f) travels to deal with urgent official matters, including the provision of necessary accompaniments to relatives and to the close ones;

g) pursuit of the profession or performance of the activities ensuring the following:

  1. security, internal order and crisis management,

  2. health protection, health or social care provision, including volunteering;

  3. individual spiritual care and services;

  4. public transport and other infrastructures,

  5. services to the population, including supply and distribution services,

  6. veterinary care,

h) stays in the nature or parks,

i) travels back to their place of residence;

j) funerals;


II. orders

a) the persons residing in the territory of the Czech Republic to restrict their movement in the publicly accessible places for intervals absolutely necessary and to resort to their places of residence, except in the cases referred to under Article I items a) to i),

b) to limit contacts with other persons to the extent absolutely necessary;


III. recommends

a) to the employers

  1. to use as much as possible home office working regimes if the employees can work from their place of residence;

  2. to promote leaves and paid leaves for the employees as well as similar instruments provided for in the collective agreements;

  3. to restrict the performance of such works that are not essential for the sustenance of the employer’s activity;

b) to keep a distance of at least 2 meters in contact with other persons in public areas (e.g. when shopping);

c) to preferably use non-cash payments for hygienic reasons,

d) to limit direct contact with customers of the persons providing services referred to under Article I item g),

e) to the public service operators (e.g. shops, shopping centres, post offices) to make sure that in their premises, as well as in the areas used to access their premises, they:

  1. create conditions enabling keeping a distance of at least 2 meters between individual persons,

  2. ensure increased hygiene measures (in particular disinfection);


IV. cancels

  1. Article I item 1 of the Resolution of the Government of the Czech Republic No. 199 of 12 March 2020,

  2. item 2 of the Resolution of the Government of the Czech Republic No. 208 of 13 March 2020.
